Immersed in the rhythmic lap of waves and bathed in the radiant sunlight of a small coastal town in Izu, Kita no Hara Iori embarks upon his freshman year at Izu University. As he settles into his uncle's scuba diving shop, the Grand Blue, he nurses clear expectations of the archetypal college life, teeming with pretty girls and solid friendships.
However, things do not proceed entirely as imagined. No sooner he steps into the shop than he is confronted by a rambunctious clique of boisterous, clothes-deprived seniors, obliging him to partake in their raucous binge-drinking. Despite Iori's initial reticence, he capitulates rather swiftly, emerging as the heart and soul of the group. Alas, this earns him the mockery of his cousin Kotegawa Chisa, who unwittingly walks in at the wrong moment. Unfazed, Hachiman remains resolute in his pursuit of the idealistic college life. Yet will this second chance play out any differently, or will he, once again, find himself spiraling into unforeseen chaos?
